This is an anime/manga character, Yoh, the Crying Freeman.  He is an assassin (and later leader) of an elite segment of the chinese mafia -- the 108 Dragons.  He uses all manner of weapons, and often disrobed revealing his great dragon tattoo...  The reason they call him "Crying" Freeman is he weeps silently after every kill.  It is suggested this happens because he is hypnotically forced to make the kills and he is saddened by what he has become.
BTW, the image in the game suggests changeable colors, but unfortunately, the originator of the Punisher model may not have named the main texture DM_base.bmp because the skin didn't change when I tried it.  Let me know if it works for you.
